What it means

The name covers very different arrangements: from no-take reserves where nothing may be extracted to areas where only certain fishing gear or seasons are regulated. The ones that work share three things — real protection, enforcement and sufficient area — and their best-documented effect is spillover: fish grow and breed inside, and the surrounding populations benefit. Many are also the finest dive sites, precisely because they preserve what is no longer left outside.
