Established in 1988 through an agreement between the Samoan government and the traditional council of elders (fono) of the village of Tafua, the reserve is run under the Samoan customary system of governance known as fa'amatai, one of the oldest and best preserved systems of traditional authority in the whole of Polynesia, which has regulated communal land tenure in Samoa since before European contact and still determines access to and use of the reserve's natural resources today.
