Declared in 1984, it protects in the foothills of the Hindu Kush the largest population in the world of the Kashmir markhor, a spiral-horned wild goat that is Pakistan's national animal and which was hunted to the edge of extinction until a regulated trophy hunting programme controlled by the local communities — who receive a substantial share of the permit revenue from foreign hunters directly — paid for its protection and multiplied its numbers, a model of conservation through sustainable use that remains globally debated.
