Declared in 1996 in the Albanian (or Dinaric) Alps, known locally as the Accursed Mountains, Valbona forms with the neighbouring park in Montenegro one of the last great areas of the western Balkans with little human disturbance, a paradoxical legacy of the isolation imposed under Enver Hoxha's communist regime, which held back tourist and industrial development in the region for decades.
